近年來臺灣在產、官、學、民的合作下，積極在各地推動安全社區及安全學校的成果已獲國際重視。而在所有安全問題當中，事故傷害是最可以被預防的，事故傷害的發生絕對不是意外，一定有某些原因所造成。透過有系統的調查分析事故傷害發生的原因，大多數事故傷害都可以預防、可以避免、或是可以減少傷害的嚴重度。每個社區有其獨特性及需求，在資源有限之狀況，辨識社區安全優先議題及高危險群，並有社區領袖的參與，找出社區事故傷害最適合的介入策略，成為推動社區事故傷害防制計畫成功的關鍵。
本研究旨在以「事故傷害防制與健康行為提升計畫」推動的經驗，省思安全社區營造過程，從計畫內容、推動模式、執行計畫中所蒐集的事故傷害資料及防制方案結束後對社區安全與發展的影響有哪些?為深入了解社區在執行計畫時的推動模式，除研究者本身參與計畫推動外，採深度訪談方式，透過訪談社區主要推動人員及輔導老師等，對於社區推動時所蒐集的事故傷害資料及執行防制方案後，對社區居民、環境等的安全改善度，探究事故傷害防制與安全社區的關係及居民健康行為的提升對社區發展的看見，並探討安全社區推動的可行性。更期待研究結果影響政府考慮突破限制，提升鄉村底層真正由下而上的公共參與度，建議政府各部會經費挹注時可否先整合，避免資源重疊之浪費。同時希望將研究結果提供給各安全社區推動單位參考。

The purpose of this study is to use the experience promoted by the "Accident Injury Prevention and Health Behavior Improvement Program" to reflect on the process of creating a safe community, and to collect accident damage data and control schemes from the project content, promotion model, and implementation plan. What are the impacts on community safety and development after the end?
