為了讓政府有效運作，行政立法的互動關係必須在結構衝突中尋求合作的制度性途徑，府會聯絡就是引導行政與立法機關合作的重要機制，府會關係不僅彼此立場、理念有差異，議會中議員生態也相當多元，因應這種狀況當然需要一個聯絡機制與對口單位來負責聯繫與緩衝，府會聯絡的實際需求與運作方式值得研究。
由於筆者有花蓮縣議會及縣政府的工作經驗，對府會間互動、首長的個人特質與行政單位間協調運作皆有親身體驗與觀察，故本文以花蓮縣為研究對象，分析花蓮縣府會聯絡人機制的運作背景與情境、評估府會聯絡人機制的内涵層面以及針對府會聯絡人的能力建立與網絡拓展方面提供務實的修正改善方向。
為求符合實務，探索花蓮縣立法與行政機關價值及文化的差異性，透過對相關人員深入訪談來了解地方政治實際運作過程及府會聯絡機制的本質，另外也經由回顧府會關係中幾項特別案例來探討府會聯絡人的功能、實際的工作情況、聯絡人所需具備的核心能力以及人格特質。
府會聯絡人可做為機關的業務代表，也有政策行銷功能，同時也擔任媒體和議員之間訊息的傳遞與確認的公關角色，府會聯絡人編制法制化與層級高低對於府會關係及運作有重要的影響，建議經由法制化建立編制、獎懲、管考規範以及辦理教育訓練，以激勵府會聯絡人更有能力及效率來擔任這項重要的工作。

In order for the government to operate effectively, the interactive relationship between the executive and the legislature must seek an institutional approach to cooperation in the context of structural conflicts. The liaison between the government and the legislature is an important mechanism to guide the cooperation between the executive and the legislature. The ecology of parliamentarians is also quite diverse. In response to this situation, a liaison mechanism and counterpart units are needed to be responsible for contact and buffering. Its actual needs and operation methods are worth studying.
Since the author has work experience in the Hualien County Council and the county government, the author has personal experience and observation on the interaction between the government and the council, the personal characteristics of the chief and the coordination between the administrative units. This paper takes Hualien County government and Council as the research object. We focus on the operational background and some cases of the liaison mechanism, the evaluation of the connotation of the liaison mechanism, and the provision of pragmatic revision and improvement directions, especially for the liaison’s skill and network.
In order to be in line with practice, explore the differences in the value and culture of the legislative and administrative organs of Hualien County, through in-depth interviews with relevant personnel to understand the actual operation process of local politics and the nature of the liaison mechanism. In particular, we come to the case to discuss the function, actual work situation, core competencies and personality traits of the liaisons.
The liaisons of the government council can act as the business representative and policy marketing of the agency, as well as the role of public relations for the media. The liaison has an important influence. It is suggested that to legalize the liaison mechanism, including the rewards and punishments mechanism, management and examination standards, education and training etc. So that to motivate the liaison personnel of the government to be more capable and efficient to undertake this important work.
