面對國家人口結構轉變的挑戰，及日益增多的問題型態與社會需求，以政府目前的組織結構與政策執行模式難以有效達成政策目標。為突破行政組織框架的囿限，日漸將許多公共服務委託外包給私部門來執行，採用公私協力的方式，彌補政府的不足以及增加行政上的效率。本文希望了解在政府有限的資源下，如何有效的與私部門協力，共運作社區關懷據點政策，並建立夥伴協力的合作關係。是以，本研究目的在於，了解社區照顧關懷據點的政策落實過程中，政府機關與非營利組織主要的利害關係人為何？以及就不同政策利害關係人的立場，影響政府機關與非營利組織夥伴關係的社會性因素及制度性因素分別為何？本研究以蓮縣社區關懷據點為例，採以問卷調查的方式，研究花蓮縣承辦社區關懷據點的單位對於制度性因素以及社會性因素的反饋，並輔以深度訪談的方式，輔助說明問卷分析結果。研究結果發現，目前執行的情況，有七項構面的符合受託單位的需求，惟在財政來源構面，受託單位多數認為中央及縣政府的經費來源及資源的提供仍不足，再加上據點本身財政來源多寡及穩定度的問題，也會影響受託單位執行社區關懷據點的意願性。

Faced with the challenges of changing national population structure, increasing problem types and social demands, the current organizational structure and policy implementation mode of the government are difficult to achieve policy objectives effectively. In order to break through the limitations of the administrative organization framework, many public services are increasingly outsourced to the private sector for implementation, and public-private cooperation is adopted to make up for the shortcomings of the government and increase the administrative efficiency. The purpose of this paper is to understand how to effectively cooperate with the private sector to operate the community care stronghold policy and establish cooperative partnership with the limited government resources. The purpose of this study is to understand the main stakeholders of government agencies and non-profit organizations in the policy implementation of community care strongholds. What are the social and institutional factors that influence the partnership between government agencies and non-profit organizations? This study takes Hualien county community care stronghold as an example, and adopts questionnaire survey to study the feedback of institutional factors and social factors of units undertaking community care stronghold in Hualien county, supplemented by in-depth interviews to illustrate the questionnaire analysis results. The results showed that the execution of the current situation, the seven structure surface can meet the demand of the trustee unit, but the financial source dimensions, entrusted units most thought that the central and the county government funding and resources provide insufficient still, plus positions itself depends on financing and stability problems, may also affect the trustee unit of the will of community care stronghold.
