永績發展(sustainable developmcnt)由聯合國布倫特蘭委員會(Brundtland Commission)於1987年所正式提出，至1992年地球高峰會」通過「二十一世紀議程(Agenda21)」迄今30餘年，風行草偃的時代趨勢，推動永續發展的國家及都市日益增加，地方政府是永續發展理念的重要推動實踐者，地方治理引進永續發展理念，政策規劃與執行需透過地方政府的參與合作，以實踐國家永續發展理念，爰推動永續發展成果的呈現，我國各級政府對地方治理的理想，以行動兌現對人民的許諾。
自2001年公布花東地區發展條例後，花蓮縣政府著手相關計畫研擬工作，透過所轄各鄉鎮市提報基層需求計畫提出施政計畫，歷經10年規劃執行3期《花蓮縣綜合發展實施方案》及行動計畫，希冀以整合中央政府與地方政府資源，在社區及民間團體充分參與過程中，完成花蓮縣永續發展施政策略規劃執行，積極建立花蓮縣永續發展環境。花蓮縣政府執行的態度與扮演角色關乎《花蓮縣綜合發展實施方案》及其行動計畫執行成果良窳，並具體落實永續發展理念。
本研究以《花蓮縣綜合發展實施方案》3期執行成果內容，藉由深度訪談花蓮縣政府相關單位執行人員意見，從經濟、社會、環境三大面向以SWOT分析花蓮縣政府規劃執行層面運作機制，如何研擬策略及強化訂定具體關鍵指標間關聯性，作為政策形成及日後修正參考，縮短對民眾預期心理的落差。
花東區域整合發展，建議促進透過地方政府間(臺東縣)協力合作，例如花東兩縣首長及主管聯繫會報、首長論壇、共同組成任務編組等方式打破藩界共同解決跨越轄區的問題，不僅可透過互相競爭提升戰鬥力，彼此之間加強合作更能獲得加乘效果。

Sustainable development was formally proposed by the United Nations Brundtland Commission in 1987, and it has been more than 30 years since it was presented from the Agenda21,Earth Summit in 1992. The trend of the times, the number of countries and cities that promote sustainable development is increasing. Local governments are important practitioners of promoting the concept of sustainable development. Local governance introduces the concept of sustainable development, and policy planning and implementation must be implemented through the participation and cooperation of local governments. The concept of sustainable development is to promote the presentation of the achievements of sustainable development, and the ideal of local governance by governments at all levels in my country to fulfill their promises to the people through actions.
Since the promulgation of the regulations on the development of Huadong District in 2001, the Hualien County Government has started to develop relevant plans and put forward a policy plan through the reporting of grassroots demand plans by various townships and cities under its jurisdiction plan and action plan, hoping to integrate the resources of the central government and local government, complete the implementation of Hualien County’s sustainable development policy and actively establish a sustainable development environment for Hualien County in the process of full participation of the community and civil society. The attitude and role played by the Hualien County Government is related to the implementation of the Hualien County Comprehensive Development Implementation Plan and its action plan, and the implementation of the concept of sustainable development.
Based on the content of the implementation results of the third phase of the "Hualien County Comprehensive Development Implementation Plan", this study uses in-depth interviews with the executives of the relevant units of the Hualien County government to analyze the operation mechanism of the Hualien County government's planning implementation level from the three aspects: economy, society and environment. How to formulate strategies and strengthen the correlation between specific key indicators, as a reference for policy formation and future revision, and shorten the gap between people's psychological expectations.
It is recommended to promote the integrated development of the Huadong area through cooperation between local governments (Taitung County), such as the contact report between the heads and supervisors of the two counties, the forum of the heads, and the joint formation of task forces, to compete with each other to improve combat effectiveness, and to strengthen cooperation with each other to gain a synergistic effect.
