The purpose of this technical report is to investigate whether “education through play” can improve students’ learning motivation and core competencies by incorporating issue-based games into alternative curriculum in high school. A curriculum about the mining development controversy in Yuanshan, Yilan in 2020 was taught by the researcher to the eighth-grade students of Neicheng Elementary & Junior High School in Yilan County. The concept of the curriculum design, game plan for the curriculum, and the design process of the teaching material are covered and explained. After the actual teaching practices and verification, three outcomes are summarized as follows: (1) the instruction model designed and prepared here can be practiced smoothly and easily in the classroom; (2) incorporation of games into alternative curriculum under the 108 Curriculum Guidelines can generate the learning motivation of students; and (3) a curriculum design based on local issues can enhance students’ depth of thinking and understanding when they encounter social issues.
