Laso'ay Springs is located at the junction of Dajin Village and Daquan Village in Guangfu Township, Hualien County. There are 6 underground springs in the area. The natural stream is 2.7 kilometers long, and the total length of natural stream ranks first in the country. It is also the only pure spring water in Hualien, an eco-tourism secret place with the theme of natural landscape. Different from estuary streams and river valley streams, it is very unique and has profound conservation value of landscape assets, which is more suitable for the development of eco-tourism and environment-friendly agriculture. In 2013, the Daquan Community Development Association of Guangfu Township, Hualien County cooperated with the Soil and Water Conservation Bureau’s rural renewal plan in a bottom-up way, and restored the ecosystem through ecological protection, biodiversity display, low-density reconstruction and other methods, and successfully restored the famous secret place in Hualien. The purpose of this thesis is to study and analyze the successful restoration of Laso'ay Springs, as well as the methods and history of protecting the springs and wild streams. The study found that residents spontaneously created habitats for aquatic animals and plants, used spring water to grow fruit trees, irrigate food crops, rebuild the economic and industrial foundation of spring water, and comprehensively promote the concept of sustainable production, lvelihood and ecology, so that Laso'ay Springs has been restored. This study also found that the conservation collective action process in Laso'ay Springs complies with the five design principles of Ostrom's Common-pool Resources Governance, including clear boundaries; rules tailored to resource provision and use; resource user understanding regulatory status, and resource user is also regulator; a low-cost, easy-to-access conflict resolution mechanism; the authority of the community to self-organize is recognized by the outside world.
