本研究主要探討降低監獄超收比率下，監獄容量擴建之基本數理模型建構，政府在面對國際批評因監獄超收所造成人權價值降低之聲浪、監獄興建預算成本及監獄不興建所造成犯罪之社會成本增加三方推拉力下，找出最適興建決策，以期在政府預算分配時提供可行的決策參考。研究結果發現相較於政府政策而言，以本文建構原始模式衡量可減少監獄興建規模下仍顧及社會效益；但以進階模式納入人權價值衡量，因人權效用函數會驅使政府擴建監獄容量，相較於原始模式會增加監獄興建規模。此外，對政府獄政管理與收容人人權尊重之關聯性以作業研究之數量方法下導入財務決策評估概念進行數理模型初步開發與實務應用亦為本論文研究價值之議題所在。

This thesis focuses on the basic mathematical model of construction for prison capacity expansion under the ratio of capacity overloads. When the government faces international criticism, there are three pushing and pulling powers that influence the prison construction decision-making: the reduction of the utility of human rights due to prison overcrowding, the cost of the prison construction budget, and the increment in the social cost of crimes caused by not building a prison. The results find that compared with the government policy, the original model can reduce prison capacity but still increase the social benefit. However, the advanced model will increase prison capacity, which compared to the original model can add to the utility of human rights. In addition, the original development of the mathematical model is constructed to show the relevance between the government prison administration and the respect for the human rights of the inmates according to the operations’ research and a quantitative method. The mathematical model of the financial decision-making in terms of the preliminary development and practical application are also of value in this study.
