本研究在探討花蓮縣境內少年妨害性自主案件目前輔導的制度與成效，共取得五名非行少年犯罪資料及輔導歷程，探究少年接受輔導團體後的成效，進而提出性侵害案件輔導工作的建議。
本研究主要以側寫資料進行質性分析為研究方法，另訪談該方案主管，透過少年進階輔導團體的執行報告，以基礎理論分析犯罪少年之生命歷程，及影響結果可能之因素，並與少年保護官之評語相互比對，對處遇結果提出建議。
研究結果發現，經過兩性教育輔導團體的治療之後：
（一）少年對於法律的認知明顯提升，大大降低再犯可能性。
（二）非行少年對於人我界線的分辨能力在經過輔導後，每一位均有所改善。
（三）少年透過專家協助治療後，顯著提升內在控制能力。對於自身存在之價值感大為提升。
性侵害犯罪防治法明文規定之主管機關在地方為縣（市）政府 。以花蓮地區之經驗，主責單位為地方法院執行，雖對少年的約束力優於主管機關縣（市）政府，惟觀目前全國僅花蓮地方法院將違反性侵害犯罪之少年，置於地方法院執行，其他法院均交由主管機關各縣市政府執行。如此作為難以有效貫徹執行非行少年之身心治療輔導教育，導致成效不彰。

This study explores the current counseling system and efficiency on adolescent offense against sexual autonomy in Hualien county, obtained a total of 5 non-committal delinquency information and counseling courses, investigated the efficiency after juvenile receiving group counseling, then put forward advice on counseling sexual assault cases.
The research mainly focuses on profiling approach and counseling program managers interviewed. By the executive reports of adolescent advanced counseling groups, the researcher analyzes the life course of juvenile delinquency and the possible factors that affect the results through fundamental theories, and compared with reviews of juvenile protection officers, advising on the treatment outcomes.
The study found that after the counseling group of gender education:
(1) Adolescents' recognition of the law has been significantly improved, greatly reducing the possibility of recidivism.
(2) Each of the juvenile delinquents gets improved on resolution of people's boundaries after counseling has been implemented.
(3) Adolescents significantly enhance the ability of internal control. The value of self-existence greatly increased after a professional guiding treatment.
Research suggestions: The current regulations on the prevention of sexual assault Article 20, paragraph 1-4, the competent authority on the juvenile sexual assault case is the county government. With the experience of Hualien County, if the responsible authority for the implementation is the district court, the binding of juveniles is better than the current laws and regulations set by the county government authorities. However, at present, only the Hualien District Court in Taiwan places the juveniles who violated the sexual assault in the execution in the district court, and the other courts in Taiwan are handed over to the county governments the competent authority in the execution. As a result, it is difficult to implement the psychological counseling education for juvenile delinquents effectively.
