These problems have become one of the reasons for the slow development of eastern Taiwan. During the Qing period, the policy of "opening up the mountains and cultivating the fans" gave the Han people the opportunity to develop in the back mountains. However, because the Qing government did not control the eastern region very tightly, there were still few Han Chinese in the eastern region to enter the land for reclamation. During the Japanese rule, the country's strong intervention caused the population composition of the eastern region to change. The Japanese authorities want to build Eastern Taiwan into the second Japan and are committed to the cause of Japanese agricultural immigration and land surveys.
