Humankind is used to thinking in a classified way and sorting things together. It is a habit to sort the same objects together whether in computer folder management or file document management. The official public bureaucratic system applies decentralized management and division of labor to improve work efficiency that will be differences in differentiation. Therefore, the silo effect is the product of human habits and bureaucratic division of labor. The official bureaucratic system not only creates a professional division of the silo effect, but derives the parochialism; the negative impact of the silo effect, such as professional paranoia and information gap. However, the current public affairs, contemporary regional governance mechanism, and operation mode have surpassed the traditional government or agency setting standards, and it must be applied from a more macroscopic and flexible perspective. The concept of domain integration allows the policy to play the role of value-added. By sorting out the silo effect and across boundary integration of relevant literature, the theoretical basis and silo effect reasons for the case of Chike Mountain Cable Underground Engineering integration project is identified. By deducing the principle of dealing with the across boundary integration of this research case, and conduct depth interviews and analysis of the interviews data with stakeholders, in order to understand the effect of public silo effect with across boundary integration related and influence between the two issues. The research found that the success factor for the across boundary integration of this study case is that the Legislators led the across boundary integration of the Chike Mountain Cable Underground Engineering into a project. The Legislative Council Office is equivalent to the project manager status, although the legislators are involved in the various units. There is no direct command, but all units are willing to accept the command and dispatch of the Chike Mountain Cable Underground Engineering project, whether in budget, organization or planning, that is, the Legislator has control in this case, except for the implementation progress of the control. The doubts arising from the implementation process are also immediately communicated through the communication platform (including multiple meetings and surveys) so that the participating units can fully express their opinions, which helps to reduce the negative impact of the silo effect such as information gap and parochialism, and then complete the case. |
