天災人禍是在社會生活之中無法避免的事情，政府對於災害的處置建構災害防救方面的災體系，並且設置相關的單位來負責災害防救相關的業務。政府對於災害防救皆有設立法規、編列相關的經費預算、建立組織編制與防救策略，以降低災害造成的人命傷亡與財產損失。但近年來災害件數與傷亡之狀況卻看不出明顯的下降。尤其政府的財政資源等壓力下，經由學者對於組織體制、危機管理、公私協力等理論與實務狀況的研究，讓政府覺得應該將民間的組織與資源納入政府建構的防災體制，這樣能夠解決政府財政資源的不足，健全政府防災體制的機制與功能。
政府防災體制將民間組織資源的納入，在於災害的多元與複雜，使得政府對於災害的處置能力，在責任壓力之下需要有所增強。尤其在現今科技化的社會，對於害防救所需的人力與資源，在政府無法完全承擔之下，民間的人力與資源的補充，對於政府災害防救的應變能力能有所提升。但是，公私協力有其優點，相對的也會有缺點，政府對於優點之處應該將其擴大應用，對於缺點之處則要調整改善。在公私協力運用中要能與政府災防體制與策略配合，才能落實雙方協力關係的效能，達成災害防救中公私協力的共同目標。

Natural and man-made disasters are unavoidable in social life. The government constructs disaster prevention and rescue system for disaster disposal, and sets up relevant units to take charge of disaster prevention and rescue related business. For disaster prevention and rescue, the government has established laws and regulations, budgeted related funds, established organizations and formulated prevention and rescue strategies to reduce casualties and property losses caused by disasters. However, in recent years, the number of disasters and casualties has not been significantly reduced. Especially under the pressure of the government's financial resources, through the study of the theory and practice of the organizational system, crisis management, public-private partnership and so on, the government feels that it should integrate the non-governmental organizations and resources into the disaster prevention system constructed by the government, so as to solve the shortage of the government's financial resources and improve the government's disaster prevention system. Mechanisms and functions.
Because of the diversity and complexity of disasters, the government's ability to deal with disasters needs to be strengthened under the pressure of responsibility. Especially in today's scientific and technological society, the government can not fully bear the manpower and resources needed for disaster prevention and rescue, and the supplement of civil manpower and resources can improve the government's ability to respond to disasters. However, public-private partnership has its advantages and relative disadvantages. The government should expand the application of its advantages and adjust and improve its disadvantages. In the application of public-private partnership, it is necessary to cooperate with the government disaster prevention system and strategy so as to realize the effectiveness of the cooperative relationship between the two sides and achieve the common goal of public-private partnership in disaster prevention and rescue.
