過去研究認為創新能力與智慧資本密切相關，然而，智慧資本僅能以靜態之姿表達無形資源配置，難以說明組織或企業順應環境與市場需求變動因應的過程與能力，動態能耐恰巧能呈現組織因應市場需求變動之過程，因此本研究探討跨產業合作團隊之動態能耐、智慧資本與創新的關係—以臺灣防治新冠肺炎為例，期能在未來類似情況下提供防疫策略之參酌。
以往管理領域研究智慧資本與動態能耐多以企業為單位討論其創新或績效，本研究延伸林良陽等人(林良陽、吳思華、項維欣、楊燕枝，2013)原本以組織團隊為研究單位，而以公共部門主導之跨產業合作團隊為分析單位，擴展智慧資本與動態能耐的研究範圍，用以解釋臺灣防治新冠肺炎的現象與防疫績效；再者，以往相關理論，研究期間以解釋特定時期的橫剖面研究為主，然而，新冠肺炎疫情影響全球，本研究因應疫情變化進行長時間觀察的縱貫性研究。

This article intend to exploring the relationship between dynamic capabilities, intelligent capital(IC), and innovation in cross-industry collaborative teams. And located in Taiwan to study the preventions and treatments of Covid-19. It has been generally believed that innovation performance related to intellectual capital. But intellectual capital cannot explain why an organization has the capability to respond to rapidly changing environments. Therefore, the theory of dynamic capabilities which was from resourced based view, would be the important key factors in utilizing IC to effect the performance of innovation.
First, this research focus on the cross-industry collaborative teams instead of firms, and expansion the theory application of intelligent capital and dynamic capabilities to explain the how to prevention and treatment of Covid-19 in Taiwan. Second, due to the specificity of Covid-19 long-tern impact, the article is longitudinal study.
