氣候變遷、極端氣候下，暴雨、颱風、土石流等自然災害頻率及嚴重程度愈來愈高，基於保障人民基本生活，政府應主動管理災害風險，本研究中美國建立防汛保險機制採公私協力夥伴關係共同承擔巨災風險，降低災害發生時的風險與損害。作者採整理分析文獻資料作為論述基礎，以公私協力及參與式治理角度綜合分析，發現出從地方政府與社區協力治理情形分析出美國防汛保險體制災害應變協力成功原因包含：1. 社區意識防汛的重要性；2. 民眾導向決策；3. 建立社區共識與勾勒未來願景；4. 採開放式溝通；以及從美國防汛保險體制對我國保險政策相關啟示包含：1. 民眾可購買保險，將風險轉移出去；2. 保費高低與折扣程度，繫於地方政府防汛作為與自主管理品質；3. 地方政府可致力滿足評分系統的標竿，降低災害風險；4.中央應該與地方合作，繪製及更新保險費率地圖。

Under the extreme change of the climate,and the frequency and severity of natural disasters such as heavy rain, typhoon, earth and rock flow are getting higher and higher. Based on ensuring the basic life of the people, the government should manage the disaster risk actively.
In this study, the United States established a flood insurance mechanism and adopted public-private partnership to jointly bear the risk of catastrophes and reduce the risk and damage when disasters occur.The author adopts collation and analysis literature as the basis of the discussion, and comprehensively analyzes from the perspective of public and private cooperation and participatory governance, and finds that the reasons for the success of the United States flood insurance system disaster response cooperation from the perspective of local government and community cooperative governance include: 1. Community awareness of flood control Importance; 2. People-oriented decision-making; 3. Establish community consensus and outline future vision; 4. Use open ommunication;
And the relevant revelations from the US flood control insurance system to China's insurance policy include: 1. People can buy insurance and transfer the risk; 2. The level of premiums and discounts are related to the quality of local government's flood control and independent management quality; 3. Local governments can Make every effort to meet the benchmark of the scoring system and reduce the risk of disasters; 4. The central government should work with local authorities to draw and update insurance rate maps.
