"Finances is the base for all governmental affairs", a secure financial state is fundamental for any local development. However the difficulties of local finances has become a common problem for local governments, which sometime it may affect the progress of local development. The distribution of national and local annual budget has been a dilemma. Every year governments at all levels fights over how much budget they could from taxations. Our local government is very much financial dependent towards our national government, therefore how to overall distribute taxations to adjust fiscal surplus, balance local development, is an important task on financial management. This study utilized qualitative research through literature reviews, data analyzations, and case studies to probe into the relationships between overall tax distribution and Fuli Township’s finance. This study realizes the issues can be identified into two categories: Local conditions and Local finance. In local conditions, Fuli suffers from: 1) aging population and outflow of younger generations. 2) Stiffen industrial structure. 3) Inconvenience in transportations. On the other hand, in local finance, it faces 1) Insufficient financial resources. 2) Low taxation income. 3) Stiffen annual structure, which interfered with local development. 4) Unbalance distribute of taxations from national government, which effects financial dependency. 5) Too dependent on subsides, yet too little efforts from local government to improve the situation. Responding to these issues, this study has come up with the following suggestions: 1) Encouraging younger generations to return, improve local competitiveness. 2) Enhance marketing to improve Fuli’s reputations. 3) Promote local tourism to boost local economy. 4) Enlarge local financial resources to decrease financial dependency. 5) Cut down on local governmental spending. 6) Increase financial efficiency to lower financial burden. Furthermore, suggestions towards overall distribute of taxations: 1) Increase the base of taxations. 2) Revise legislation to adapt to current financial situation. 3) Help agricultural township o develop tourism to increase competitiveness. 4) Create incentive program to encourage local government to improve their financial situations. 6) Set up an committee to revise the overall distribute of taxations, so it can distribute taxations in a more efficient and balance way.
