受到新冠肺炎疫情的影響,我國在國際商港入出口的港埠作業亦受到衝擊,花蓮商港在客、貨運受到疫情影響出現之變化,由本研究探討之內容,對於花蓮港之恢復力策略擬定及相關作為,透過管理單位各項業務之領導階層以及專家學者之問卷調查,配合層級分析法,除了解港口所應、須強化之特殊定位,藉由疫情應對方式,或為花蓮港發展訂定不同優先程度之努力目標。
本研究為探討花蓮商港營運之營運策略,受到新冠肺炎疫情影響之下,提供未來經營參考之依據,並試為港埠經營提供多重視角之思維。因花蓮商港之定位,面對非預期中斷事件如新冠肺炎疫情,已現有制定之港口緊急應變演練,除為針對基礎設施、物理建設遭破壞等中斷事件,有關人力層面,不管是穩健度、速度、備援性、資源豐富性等構面,亦應求完備。雖然花蓮商港之吞吐量、產值相對落後國內其他國際商港,亦未經營貨櫃裝卸業務,當他國國際港口深受作業人力不足及船舶貨物航程延遲等等之影響時,另發展為跳島郵輪之掛靠港之一,其所展現出恢復力策略並無相對弱勢,更有逆勢趨勢,本研究之結果或可參考,並足為後續研究。花蓮商港因應疫情亦做出經營策略調整,包括成為國際郵輪靠港之一,雖舒緩部分疫情帶來的收入下降情形,惟隨著疫情嚴峻發展致航程中斷情形,反而出現客運收入不穩狀況,另外,在經營旅客場站部分,包含旅客接駁方式、硬體棧橋設計、周邊配套規劃等項目,與它港相比,在資源豐富性部分,未來仍有改善空間。

This study provides a basis aspect of Hualien port management above the impact of COVID-19 epidemic, and tries to provide a multi-perspective thinking for port operations. Due to the positioning of Hualien as a commercial port, facing unexpected disruption events such as COVID-19 epidemic, emergency response drills of Hualien Port have been formulated. The aspects of robustness, rapidity ,redundancy, and resourcefulness should also be complete. Although the throughput amount of Hualien port way lower behind the other international commercial ports, and it does not run container loading(unloading) business, when the international ports of other countries are deeply influenced by the shortage of operating manpower and delay of the voyage of ships and cargoes, cruise shipping business was developed insteadly. The resilience strategy shown it not relatively weak, but has a contrarian trend. The results of this study may be referenced and sufficient for follow-up research. In response to the epidemic, Hualien Port has also adjusted its business strategy, including becoming one of the ports of cruise shipping. Though some of the income declines caused by the epidemic have been alleviated, the epidemic became severe as time goes by has led to the interruption of voyages, which resulted in unstable income of Hualien Port. In addition, in the part of managing passenger terminals, including passenger connection methods, trestle hardware-design, supporting planning and etc., compared with other ports, there is still room for improvement in the future in terms of resourcefulness.
