The research observes our country’s Government Procurement Act since its implementation 20 years ago. During the past two decades, the act itself has been amended a total of six times and the sub-laws have also been revised several times. The act was most recently substantially amended in the year 2019, in which a total of 21 lines were amended. In the past, research on the Government Procurement Act was mainly focused on discussion of its legality, action, and political economy. This research will analyze how procurement policy changes have been affected by policy changes in perspective and advocacy coalition framework. We will discuss the process of the changes in the procurement act and the interactive relationship between the agents of the procurement evaluation system through policy network analysis. From the results of the research we know that in the process of the changes in the procurement act, the internal element – the effect of the subsystem was greater. During the few amendment processes, we can see that the two alliances: “policy preservation alliance” and the “policy challenge alliance” challenged each other. The most significant action made by the policy challenge alliance is building up the strength of trade unions. Part of the external element is the leader’s belief which affects policy change. From the procurement bidding standard we can see how different leader’s belief affect the policy. Within the policy change network, the core network’s policy group consists of the public construction commission and legislators. The outer network consists of social groups and procurement organizations, which forms the professional network. During the process of establishing policy, the administrative agency and social groups, with its professional knowledge, notifies the public construction commission of the situations they face during the implementation and part-taking of the policy. The most outer border network consists of the media and vendors, which forms the topics network. Through the agents’ grouping and alliances, they’re able to receive government resources. The members do not have a common belief or goal and there is no integration of opinions, therefore the structure is looser. The procurement evaluation system starts with recruitment, drawing up the bidding policy, and proceeding to the actual bidding. The evaluation committee and procurement agency work closely with each other in the procurement evaluation system, making up the policy group of the core network. The public construction commission will gradually affect the procurement agency’s consideration regarding the procurement either because of stipulations of the procurement act or announcement of rulings. It’ll also provide professional consultation to the procurement agency, serving as the professional network of the outer network. Vendors within the network work with the agency to tender a document for bidding based on their willingness. They have the freedom to decide if they’d like to bid. Within the network, they are considered a looser member and makes up the topic network of the most outer border network.
