Three personnel streamlining plans are expected to enable the national army to achieve the goal for building up capacity of small amount, good quality and combat special force. They have undergone a series of military manpower structure transformation programs, such as the armed forces streamlining program (known as Jingshi Program, Jingjin Program) and innovation in military organizations (known as Jingtsui Program). In order to achieve the goal quickly, the national army has adopted a series of supportive measures, despite that, not only the work experience of the army cannot be passed on, but also due to personnel organization was streamlined and promotion opportunities were reduced, resulting in the loss of grass-roots military officers and cadres.
