In the era of digital information, the world has been accelerating the development of e-construction. However, due to varying conditions, uneven development levels, and resource allocation disparities in different regions, a phenomenon known as the "digital divide" has emerged. This digital divide creates a gap between those with access to and skills in using information and the internet, and those without. To address the digital divide in education between urban and rural areas, the Ministry of Education in Taiwan launched the "Rural Area Elementary and Middle School Online Homework Assistance Program" in 2006. This program utilizes internet technology for remote academic assistance, benefiting students in remote and disadvantaged areas. Within this program, various methods have been implemented to improve information education in remote schools, including the Digital Learning Companion (DLC) program, aiming to enhance information literacy and student motivation in remote areas. However, since its pilot implementation in 2006, more and more schools and universities have joined the program, resulting in various challenges and difficulties during the implementation process.
The researcher, who is also a participant in the DLC program, recognizes its substantial benefits for remote schools. Therefore, this study aims to: 1) understand the challenges faced during the implementation of the DLC program in individual schools; 2) analyze improvement strategies for addressing these challenges; and 3) analyze feasible improvement strategies for specific challenges within the DLC program. The research approach includes a workshop consisting of three homeroom teachers, two principals of participating schools, and one university representative responsible for program coordination. Employing a case study method, the study utilizes various data collection and analysis methods, such as literature analysis, focus groups, and analytic hierarchy process. The research process involves multiple interactions, with quantitative data and qualitative opinions being analyzed and consolidated through focus interviews during the workshop.
