自2019年底開始,一種新型冠狀病毒引起嚴重傳染性肺炎的疾病,此病毒以其強大的傳染力在短時間內從病原發現地迅速傳播到全球各地,對全世界造成了廣泛的影響。除了對人類生命安全造成極大威脅外,也對各國的經濟、運輸和民生等多個層面產生了重大影響。世界衛生組織宣布此疫情為「公共衛生緊急事件」,成為人類史上規模最大的流行病之一。期間,各國需要面對並執行危機管理行動,以預防和控制疫情的擴散。
本研究從制度觀點提出假說,認為國家文化、經濟條件、對外經貿活動和政治制度的異質性,會影響公民在面對全球系統性風險時所展現的集體反應行為(疫苗接種)。本研究以2022年為研究期間,資料來源為世界衛生組織公布的疫苗接種資料、Hofstede Insights網站公布的各國國家文化維度指數、世界銀行及世界經濟暨合作組織提供的經濟貿易公開數據為資料來源,篩選共計82個國家為最終樣本。使用統計迴歸分析,驗證本研究之假說。
研究結果顯示,權力距離及個人主義與每百人中至少接種一劑疫苗的累計人數呈負向關係,人均GDP及政府誠信度對於每百人中至少接種一劑疫苗的累計人數間則呈正向關係。本研究之發現具有重要理論意義,對各國在不同制度環境下,提供未來管理全球系統風險之參考價值。
Since the end of 2019, a new type of coronavirus has caused a disease called severe acute respiratory syndrome (SARS) with a high level of contagiousness. This virus quickly spread from its origin to various parts of the world, causing extensive impacts worldwide. In addition to posing a significant threat to human life, it has had major effects on various aspects such as the economy, transportation, and people's livelihood. The World Health Organization declared this outbreak a "public health emergency" and it became the largest pandemics in human history. As a result, countries need to implement crisis management and take actions to prevent and control the spread of the disease.
Based on the institutional perspective, this study hypothesizes that the heterogeneity of national culture, economic conditions, foreign trade activities, and political systems affects the collective response behavior (vaccination) of the citizens when facing this global systemic risks. Accordingly, this study collected data in 2022 from the World Health Organization on vaccination, national cultural dimension indices from Hofstede Insights, and economic and trade data from the World Bank and the Organization for Economic Cooperation and Development (OECD). After filtering, the final sample consists of 82 countries. Quantitative research analysis methods, including descriptive statistics and regression analysis, are employed to test the research hypotheses.
This study found that power distance and individualism are negatively related to the cumulative vaccination rate. Conversely, GDP per capita and trust on government have a positive relationship with the cumulative vaccination rate. These findings partially support the research hypotheses. The findings of this study have important theoretical implications and provide valuable management insights for countries operating under different institutional environments.
