本研究使用1981-2021年行政院主計總處「家庭收支調查」與「各縣市主要指標系統」之資料進行實證分析，研究模型通過LM Test以及Hausman Test 採用Panel Data與固定效果模型（Fixed Effect Model，FE）進行分析。分析結果顯示地區醫療資源無法負擔該地區的醫療需求時，地區的醫療負擔就會增加，意味著居民可能需要花更多的費用來取得必要的醫療資源導致個人和家庭的財務壓力。
因此，為了應對地區醫療資源需求的增加，中央及地區政府等相關機構應該採取有效的措施來提高醫療資源的供應和效率，例如增加醫療資源不足之地區人民對醫療服務的可近性、提高醫療人員的培訓和招聘、推動醫療科技創新以及加強健康促進和疾病預防工作，同時，提供財務支持和保障，如醫療保險制度改革和財政補貼，藉以幫助居民獲得所需的醫療資源，減輕其財務負擔。

This research utilizes data from the "Household Income and Expenditure Survey" and the "Main Indicators System for Municipalities and Cities" provided by the Directorate-General of Budget, Accounting, and Statistics of the Executive Yuan, Taiwan, covering the period from 1981 to 2021. The empirical analysis compares the traditional Ordinary Least Squares (OLS) model and the Panel Data model using and LM-test. Subsequently, a Hausman test is conducted to compare the Random Effects Model and the Fixed Effects Model, and the Fixed Effects Model is chosen for further analysis. The findings indicate that when the local healthcare resources cannot meet the region's healthcare demands, the healthcare burden in the area increases. This implies that residents may need to spend more to obtain necessary healthcare resources, potentially exerting financial pressure on individuals and households.
Therefore, to address the increasing demand for local healthcare resources, local governments, and relevant institutions should take measures to improve the supply and efficiency of healthcare resources. This may include increasing the number of healthcare institutions in areas with insufficient resources, enhancing training and recruitment of healthcare professionals, promoting healthcare technology innovation, and strengthening health promotion and disease prevention efforts. Additionally, providing financial support and protection, such as healthcare insurance system reforms and fiscal subsidies, can help residents access the necessary healthcare resources and alleviate their financial burden.
