In the middle of the night on February 6, 2018, in the cold wind, Hualien was hit by a strong earthquake, causing heavy casualties. It was the worst disaster in Hualien in the past 72 years and attracted great attention from the international media. The central and local governments should not only quickly rescue the affected people and rebuild the disaster-stricken areas, but also have a good fundraising and management mechanism, which has become a crucial issue. This thesis focuses on "Major Disaster Charity Fundraising and Management Mechanism". The research methods adopt literature analysis, in-depth interviews, supplemented by a case study of the 0206 Hualien Earthquake. Through the perspective of the framework of crisis management theory and policy formulation process theory, the Research on the relationship between fundraising and management mechanisms for earthquake disasters. This thesis explores from four aspects. First, combing natural disasters and discussing literature on charity fundraising; second, commenting on crisis management theory, public welfare solicitation regulations, and government acceptance of private charity norms; third, in-depth interviews on Hualien earthquake disaster donations Case; Fourth, analyze the fundraising and management mechanism, and finally put forward conclusions and suggestions. three research findings were found as follows: Fundraising should focus on transparency, openness and efficiency. Establish an effective management mechanism to ensure that charitable funds are allocated and used accurately. Participate in and establish a coordination and communication platform to help the affected people to the greatest extent. Furthermore, this study puts forward two research suggestions: Participants need to assume corresponding roles and responsibilities ; establish a system and improve laws and regulations.
